How stacked tariffs compound — illustrated

A US import can owe several duties at once. Every shipment is first classified under the Harmonized System (HS), which fixes the MFN (most-favored-nation) rate — the ordinary tariff the US applies to its trading partners. Trade-war measures then stack on top: Section 301 tariffs target specific countries and products (China, solar panels, EV batteries), Section 232 tariffs cover steel, aluminum, and autos on national-security grounds, and since the Supreme Court struck down the IEEPA tariffs, a 10% Section 122 baseline applies to most non-USMCA imports (USMCA-compliant Mexico and Canada goods are exempt).
