A favicon is a folder of icons — illustrated

An .ico is really a container: it bundles several PNG-style images, each with its own size, and a small directory table at the front. The OS picks the entry closest to where the icon will be drawn — 16px for the address bar, 32px for taskbar, 48px+ for desktop. Shipping multiple sizes avoids blurry upscaling everywhere the icon appears.
